Guiding the Responsible Use of AI for Public Benefit Delivery

Public service delivery must be simple, dignified, and universal.
CitizenAI exists to ensure that AI strengthens access — not inequalities.
These ten principles define how CitizenAI is built, deployed, and governed:
1. Citizen First, Always
Technology must adjust to the citizen — not the other way around.
Every feature, flow, and decision must prioritize the underserved.
2. Access as a Right, Not a Privilege
Citizens should not need English, apps, or complex digital skills to receive what they are entitled to.
AI should eliminate barriers — not create new ones.
3. Public Purpose Over Profit
CitizenAI cannot be used to charge citizens, create middlemen, or introduce paid layers.
Access to rights must remain free.
4. Open Standards, Open Designs
Innovation should be shared responsibly.
Frameworks must be interoperable, auditable, and transparent..
5. Fair, Honest Attribution
All contributions — design, technical, or implementation — must be acknowledged.
Organizations cannot claim work that is not theirs.
No narrative capture. No silent replication.
6. Privacy by Design
Citizen data must be:
- minimally collected
- securely stored
- anonymized wherever possible
- never sold
Consent is fundamental.
7. No Black Boxes
AI must be explainable.
Governments, partners, and citizens should understand how decisions are produced.
8. Safety, Red-Teaming & Field Testing
Every deployment must undergo:
- adversarial testing
- bias audits
- local-language evaluation
- field validation with citizens
No shortcuts.
9. Inclusive, Multilingual Design
AI must work for those with low digital literacy, multiple disabilities, poor connectivity, and minimal device familiarity.
10. Last-Mile Delivery as the North Star
Information alone is not access.
CitizenAI must enable completion — registrations, submissions, uploads, tracking, corrections, and grievance resolution.
Together, these principles protect citizens — and the integrity of the entire ecosystem.
CitizenAI is built on the belief that technology must expand opportunity, not power imbalances.
We welcome governments, civil society organizations, researchers, and partners to adopt these principles in alignment with CitizenAI’s open-use licensing and attribution guidelines.
These guidelines ensure that:
- public purpose stays central
- citizen data is protected
- safety and ethics are upheld
- innovations are shared responsibly
- contributors receive fair credit
- the framework is not used to create exploitative or paid middlemen layers
